Graduated in economics/finance and completing post university studies in University of Tirana. Has completed a series of international professional studies and trainings in the areas of tax policy and tax administration, international taxation, negotiation and implementation of treaties for the avoidance of double taxation, international accounting standards, tax auditing of multinationals, company re-organizations, transfer pricing, etc., provided by international institutions such as: OECD, IMF, World Bank, IFC, IBFD, etc.Worked for the Ministry of Finance and General Taxation Department of Albania as expert and in managing positions for 23 years (1982 – 2005). Has also been representative of Albania as a founding member of International Organization of Tax Administration and correspondent of Albania in the International Bureau of Fiscal Documentation. As from 2005 established his private business having also contractual relations with IBFD, USAID, IFC/World Bank, KE, UN, OSCE, etc.
